UP NCPAG SC RA 10173 Compliance

Data Privacy & Transparency Policy

How the National College of Public Administration and Governance Student Council balances public fund accountability with personal data privacy under the Philippine Data Privacy Act of 2012.

1 Institutional Mandate & Purpose

The UP NCPAG Student Council (NCPAG SC) operates the Transparency Seal Portal to uphold the highest standard of public integrity, participatory governance, and fiduciary accountability in managing student funds, council subsidies, and stakeholder donations.

We are dedicated to safeguarding personal information in strict compliance with the Philippine Data Privacy Act of 2012 (Republic Act No. 10173), its Implementing Rules and Regulations (IRR), and the National Privacy Commission (NPC) circulars.

2 Categories of Personal Information Collected

Donors & Contributors

  • Full Name (optional if donating anonymously)
  • Email Address & Contact Number (used only for pledge verification and official receipts)
  • Pledge / Contribution Details (amount, target event/initiative, date)

Council Officers & Claimants

  • Officer Name, Council Rank, & Role
  • Disbursement / Reimbursement Vouchers (proof of official expense payments)
  • Audit Log Signatures (timestamps and approvals of financial adjustments)

3 Balancing Public Transparency with Privacy Protection

To prevent unauthorized financial disclosure while honoring open-book accounting:

Public vs. Confidential Data Matrix

  • Publicly Displayed: Certified transaction descriptions, approved budget figures, fund categories, verified receipt amounts, and names of non-anonymous donors.
  • Strictly Confidential & Masked: Personal mobile phone numbers, personal bank account digits, e-wallet PINs, donor email addresses, and private resident addresses on merchant receipts.

Finance officers are strictly mandated to partially mask or crop sensitive personal identifiers (such as middle digits of GCash phone numbers or bank accounts) before uploading transaction proof slips to the public portal archive.

4 Your Rights Under the Data Privacy Act

As a student, donor, or council officer whose data is processed by the Transparency Seal, you are entitled to the following rights:

Right to Access You can inspect all personal donation records and pledges linked to your account via the "My Contributions" portal.
Right to Rectification You may request the Finance Team to correct inaccurate records or pledge descriptions.
Right to Anonymity You may choose at any time to have past or future contributions reflected as "Anonymous Donor" on public ledgers.
